There is only some 3400 people there and it is one of the poorest counties in the USA. 99 'cases' would be a large proportion of 3400, something like 3% of the population. Even more if you consider that in the USA 17.6% on average are children. If these 'cases' were children then that might be about 1 in 6.
These cases are not in the general community of Hudspeth County though. They are in a federal detention facility. An ICE facility that is likely holding people from all over the United States.
Trump/Kennedy/Texas would love nothing more than to undercount measles cases going into an election year.
