Why do some people think that the AAP used to issue warnings about giving vaccines to children with eczema?

Maybe because some of it is true…

Well, not the part about eczema being “a sign of internal poisoning!”
Or even the part that “vaccines could push a vulnerable child over the edge.”
That’s all anti-vaccine propaganda.
The truth is that eczema was, and still is, a contraindication to getting the smallpox vaccine.
And yes, you shouldn’t even get it if a household contact has eczema.
Why?
Shedding from the smallpox vaccine can lead to eczema vaccinatum, a complication of smallpox vaccination.
There are no warnings or contraindications for any other vaccines if you or your child has eczema though.
“Vaccination may be recommended at 2 months of age, especially for babies from strongly allergic families.”

The AAP, in 1958, even recommended that infants be vaccinated at 2 months if they were “from strongly allergic families.”
What else?
We haven’t routinely used the smallpox vaccine since 1972 thanks to the successful eradication of smallpox!
